The Provincial Builder Wing honours individuals whose work constructed the foundation of cheerleading within a province.
These are the anchors, the mentors, the architects — those who created structure where none existed, who raised standards, and who strengthened the sport through consistency, leadership, and long-term commitment.
As stated during its founding induction:
“A Provincial Builder is a pillar — someone whose work may not always be in the spotlight, but without whom the structure simply would not stand.”

The Cheer Canada Hall of Fame formally recognizes Sanaa El Rassi for her exceptional and sustained contribution to the development of officiating excellence within Québec and her foundational impact on the integrity of the sport.
For more than two decades, Sanaa has strengthened the structural framework of cheerleading in her province through mentorship, education, and leadership in officiating development.

For 26 years, Sanaa El Rassi has served as an official in Québec, shaping the standard of professionalism and fairness within the competitive landscape.
Her impact, however, extends far beyond personal service.
Through annual training initiatives impacting approximately 50 participants per year, Sanaa has built a sustainable pipeline of officials. She has mentored dozens of judges — many of whom now officiate at provincial and national levels.
